Hi guys do u know how to install second filter?

i need to install second power filter in my tank ,i already got under gravel filter which is up and running,haven't add any fish,plant or ornament yet but got water and gravel in my tank,do i need to empty the tank to put power filter in or i can do it with water full of tank.thanx
