Why can't Phil. Department of Finance hires Doctor of Philosophy (Ph.D.) holder be part of their organization?

The Philippine Department of Finance/Philippine Civil Service Commission traditionally hires CPA/Lawyer, wherein this Ph.D. that we have now are not necessarily intended for teaching/academe because they have majors like in the filed of accountancy, taxation, business administration, public administration, among others. The existing CSC qualification standards must be improve, attuned to the present times.
