Question for non-police officers only...?

I see tons of questions for officers on yahoo answers so here is one for non officers: You are driving your marked police in the outside lane at 40 mph. A vehicle suddenly busts a stop sign on the opposite side of the road, crosses the inside lane and then enters your lane, cutting you off and forcing you to brake hard to avoid a wreck. You stop the person. He says he doesn't speak English and when you ask him in Spanish for his license, he hands you an electoral registrar card (don't ask, I have no clue what it is) from Mexico that not only is NOT a driver's license but doesn't even have his date of birth on it. No insurance either. What would you do? This happened to me (again) and I am interested to know the opinions of non-law enforcement folks as I see a lot of people slamming cops for being mean. Keep in mind it is a very bad idea to issue a citation if you can't positively ID a subject.
