Why is there an ignorance to AIDS in Australia?

Even tho the numbers of infection are esculating, they used to have some scary "Grim Reaper" ads on TV here in Aust, they scared the hell out of me into being more careful, but the younger generation is more promiscuous and at risk, and the Govt hasnt taken measures to inform the wider community as they did in the 80/90's, I feel many lives may be at risk, the emphasis seems to be back to pregnancy and not disease. Is there an increase due to the increase in migrants from Africa and Asia (no racism implied) as these are the biggest growth areas for AIDS. Feedback appreciated
